DRA is led by Captain Desmond Ross who has been at the forefront of the aviation industry all his life. He has just completed a contract with the UK FCO, Stabilisation Unit on detachment to the European Union Aviation Security Mission (EUAVSEC) in South Sudan as Deputy Head of Mission and Chief of Staff.  Along with his team of experts, he was evacuated from Juba to Nairobi when the new civil war broke out on 15th December 2013.

In recent years he has worked on similar capacity building and stabilisation projects in Croatia, Afghanistan, Brazil and India on ICAO and EU contracts.  He conducted a technical audit of a major ICAO training project in Afghanistan in 2010.He was the first permanent Head of the Pacific Aviation Safety Office (PASO) an International Organisation with legal personality under a UN Treaty, from 2005 till 2008, and responsible to the Council of PASO for setting up full operations as a Regional Safety and Security Oversight Organisation (RSOO) working with ten Pacific Island countries. Previously CEO of Airports Vanuatu Limited, from 1999 till 2005, he corporatized the airport company and overhauled the provision of aviation services and airport infrastructure in the Republic of Vanuatu.  This included upgrade of the main international airport runway and passenger terminal under a European funded aid project.


He worked, with MBB / Deutsche Aerospace & AWA Defence Industries, in Jakarta, through the very turbulent financial and civil crisis of the late nineties on regional airport and air operations projects.Capt Ross is a professional aviator – a fixed and rotary wing pilot with more than 7,000 flight hours gained through extensive international experience and an air traffic controller with ten years in air traffic services during the seventies.  His aviation career started with the RAF University Air Squadron at Queen’s University, Belfast, N. Ireland and continued in Australia.

He has been awarded the Royal Humane Society Bronze Medal for helicopter rescue work and his name was given to a mountain on Heard Island in the Southern Ocean for his part in a 1980 expedition to previously unexplored Antarctic territory and for his rescue of a trapped military and scientific research group from a remote Antarctic island under extreme conditions.In 2014 he was awarded the European Union Common Security and Defence Policy Service Medal for service in South Sudan. 

James Wescott is our Aviation Security Expert. James has extensive senior management experience of airport operations, civil aviation authority structures and legislation, including regulatory compliance, gained from within the UK and delivered within a number of intensely challenging international locations.

He is an expert assessor of all aspects of civil aviation safety and security, airport management and operations, including aviation law and statutory legislation, and subsequently interpreting compliance with ICAO SARPS by formulation of a comprehensive gap analysis.

James has extensive experience in emergency response management and contingency planning procedures and planning at a National level for civil disasters and acts of aggression against aviation.

He has managed complex aviation projects on behalf of governments in the Middle East and Central Asia. During this period he has acted a civil aviation advisor to seniro Government Ministers and committees, providing short, medium and long term Master Plans, designing and organising civil aviation authority frameworks, regulatory controls and compliance programmes supported by revenue generation models.

Simon Proudman is our Aviation IT expert and Senior Project Manager. Simon is very experienced at devising and implementing aviation IT solutions, and also project managing all aspects of our aviation contracts to ensure we deliver our solutions on time.

With a background as a consultant for IBM, before becoming Asia Pacific IT Director for APC (now part of Schneider), he has been involved in all aspects of both IT and project management. He has been responsible for developing offshore teams, to minimise costs, and developing IT Audit methods to analyse IT development and infrastructure capabilities.

Simon has extensive experience in developing, and testing, disaster recovery plans, to ensure maximum availability of key aviation systems at both airports and key sites.

He was responsible for setting up the IT group for PASO (Pacific Aviation Safety Office), the regional aviation safety oversight office for ten Pacific nations, and has worked on large projects in China, Vanuatu, India, Papua New Guinea, SE Asia and Europe.
